Ajman and the Northern Emirates are worth considering alongside Dubai, but choose by programme, campus and practical fit rather than emirate alone. Start with accreditation, admission eligibility and the course timetable. Then compare tuition, accommodation and transport together: a lower housing quote saves nothing if the journey makes attendance unaffordable or unmanageable.
Understand the types of institution
The CAA’s institutional directory includes universities, specialist institutions and colleges, including the federal Higher Colleges of Technology. Its programme register distinguishes qualifications by level, subject, emirate and status. Use these registers to find possible routes, rather than treating every establishment advertising a course as the same kind of provider.
When reviewing an institution, establish which offer you are considering:
- A university degree: examine the curriculum, award level, teaching resources and progression opportunities.
- An applied or specialist qualification: ask about laboratory, studio, workshop or clinical learning and any placement arrangements.
- A branch-campus or partner-delivered award: identify the teaching institution, awarding institution and exact campus covered by the approval.
- Professional-exam preparation or a short course: ask who issues the final qualification and whether external registration or assessment is separate from tuition.

Treat the campus address as essential information. Ask whether every teaching session takes place there, whether specialist facilities are elsewhere and where placements normally happen. Do not sign a housing agreement based only on the institution’s name or an admissions-office location.
For each option, request a sample timetable and a campus visit. Check the library, study spaces, accessibility, student support and facilities for your subject. Ask to see the resources you would actually use, not just take a general campus tour.
Verify the institution and the exact programme
Start with the CAA institutional directory and its separate accredited-programme register. Check status carefully: the institutional directory also retains entries marked with revoked licences or suspended admissions. Finding a name is not enough.
Use this verification checklist:
- Match the legal name. Compare the register with the offer letter, contract and organisation receiving payment.
- Match the award. Check the complete programme title and qualification level, not just the department or subject.
- Confirm the campus and delivery mode. Ask for written clarification about branch locations, partner teaching, online delivery or transfers between campuses.
- Check your intended use. Ask the relevant employer, postgraduate admissions office or professional regulator about any additional acceptance requirements.
- Resolve discrepancies before paying. Keep copies of the official entries and the institution’s written answers.
Where formal confirmation is needed, the Ministry of Higher Education and Scientific Research offers a certificate confirming institutional licensure and programme accreditation status at the time of issuance. Use this route if an employer or another organisation needs documentary verification.

Compare total costs, not an emirate-wide average
Do not assume every northern-emirate option is cheaper than Dubai when setting your budget. Obtain comparable quotes for the same course load, housing arrangement and period of residence. Compare a Dubai option with at least one live-near-campus option and, where relevant, a stay-with-family option.
Tuition and funding
Ask for the fee schedule applicable to your entering cohort. Official fee pages can distinguish between admission years: an Ajman institution’s current tuition page, for example, separates new entrants from earlier cohorts. An old brochure may therefore be the wrong basis for your budget.
Request a written estimate covering:
- Tuition for the planned study load and the expected degree total.
- Application, registration and other compulsory charges.
- Laboratory, studio, clinical, software or equipment costs, where applicable.
- Foundation study, repeated modules and summer enrolment, if needed.
- Scholarship renewal conditions, exclusions and withdrawal consequences.
Ask whether a discount applies throughout the degree or only to a particular period. Keep deposits and other upfront payments separate from recurring costs so you can assess both affordability and cash flow.
Accommodation and everyday spending
Compare room type and charging period carefully. Published university housing schedules may separate main-semester and summer charges and distinguish single from shared rooms. Do not compare a semester residence quote directly with a monthly apartment advertisement.
For each housing option, confirm what the quoted price includes. Ask about utilities, internet, furniture, deposits, meals, laundry, cleaning and transport. Check whether you can remain during holidays and whether accommodation is guaranteed or subject to availability.
Build the comparison around this calculation:
Total study budget = tuition and compulsory charges + housing and utilities + daily living + transport + applicable residence costs + contingency.
A lower rent helps only if the complete arrangement works. Include taxis needed after late classes, journeys to placements and trips home, not just the standard campus journey.
Test the commute before accepting an offer
Official intercity transport services are available to investigate. Ras Al Khaimah Transport Authority publishes routes connecting RAK with Dubai, Sharjah and Ajman, while Sharjah Roads and Transport Authority provides an intercity timetable service. Check current stops, fares and departures rather than relying on an old route screenshot.
A bus connection between emirates does not by itself mean you can commute to campus. Map the whole journey: home to departure stop, intercity travel, any transfer, and the final connection to the classroom.
Before committing:
- Test both directions at your likely class times on a normal teaching day.
- Check the return journey after your latest scheduled session.
- Ask whether university transport serves your precise neighbourhood and timetable.
- Confirm arrangements for examinations, weekend sessions and placements.
- If driving, include fuel, parking, applicable tolls and vehicle costs.
- Assess walking sections for heat, luggage and accessibility needs.

Confirm admission and residence arrangements
Ask admissions for a checklist specific to your school curriculum or previous degree, intended programme and intake. Confirm subject prerequisites, English-language evidence, document verification, any preparatory study and the conditions attached to your offer. Do not assume that another institution’s requirements apply.
The UAE Government identifies parent sponsorship and sponsorship by the accredited university or college as student residence routes, subject to the relevant conditions. Discuss your circumstances with the institution before making non-refundable travel or housing commitments.

What to obtain before paying a deposit
Keep one comparison sheet for your shortlisted programmes, backed by official records and written replies. Before paying, obtain:
- Verified institutional and programme status, with unresolved questions answered.
- An offer stating the award, campus, intake and admission conditions.
- A fee schedule, payment timetable and refund policy.
- Written scholarship terms, if funding affects your decision.
- A workable timetable and tested transport plan.
- Confirmed housing terms and residence arrangements, where needed.
