How to check whether a UAE university or programme is accredited

Start with the official registers, not the university’s accreditation logos. Search the Commission for Academic Accreditation (CAA) records for both the institution and your exact qualification, then check any relevant local approval. The Ministry of Higher Education and Scientific Research (MoHESR) directs students to the CAA lists to verify approved institutions and accredited degree programmes.

Keep a dated copy of what you find. If the programme, campus or intake does not clearly match your offer, seek written clarification from the regulator before making a non-refundable payment.

Understand what each approval establishes

Institutional licensing, programme accreditation and recognition of a graduate’s qualification answer different questions. Use this checklist rather than treating “approved” as a complete answer.

The federal framework distinguishes institutional licensing from programme accreditation; KHDA also requires programme-level approval within its permitting system. A university-level approval should therefore not be your only check.

An important change for September 2026 applicants

Do not rely on older explanations suggesting that free-zone universities sit entirely outside federal requirements. Federal Decree-Law No. 31 of 2025 took effect on 1 January 2026. Article 14 requires free-zone higher education institutions to obtain federal institutional licensure after their local permit, and subjects their programmes to Ministry-approved accreditation standards and mechanisms. Article 25 gives existing institutions an initial one-year period to rectify their status, with provision for extension.

During this transition, ask MoHESR and the local regulator how the institution’s current approvals apply to your proposed intake. Neither an older local-only approval nor an unexplained missing database entry should settle the question by itself.

Step 1: identify exactly what you are buying

Before searching, ask admissions for a written statement containing:

• The institution’s full legal name and any previous name.
• The physical campus address and emirate.
• The complete qualification title and level.
• The specialisation or pathway, where applicable.
• The awarding university’s name.
• Your intended intake and study mode: campus-based, online or blended.
• Any teaching partner, transferred credits or top-up arrangement.

Use the wording on the proposed award, not just the marketing label. For example, ask whether “business management” describes a full degree title, a major or a short course.

When comparing degree subjects in the UAE, keep a separate accreditation record for each shortlisted programme. Do not assume that approval for one course covers every course at the same institution.

Step 2: check the CAA institution record

For federal and onshore institutions, begin with the CAA higher education institution register. Check it for free-zone institutions too. The register provides institution records and a status filter.

Work through these checks:

1. Search the full legal name, then try any former name or spelling variation supplied by admissions.
2. Open the institution’s record rather than stopping at a search-engine result.
3. Read its current status and any accompanying restrictions or notices.
4. Compare the institution details with your offer and proposed campus.
5. Save the result with the date you checked it.

If a record shows a restriction, ask CAA specifically whether the institution may admit new students to your programme and intake. If you cannot find a record, send the regulator the offer letter and campus details. Treat the result as unresolved until you receive an authoritative explanation.

Step 3: check the exact programme separately

Next, open the CAA accredited programme register. Its search fields include institution, programme status, emirate, subject area and study level. Records distinguish active and inactive programmes.

• Filter by institution and qualification level.
• Match the award title carefully, including any separately listed specialisation.
• Check the programme status rather than assuming that a listing means it is currently open for admission.
• Ask CAA to resolve discrepancies involving the campus, delivery mode or intake.
• If admissions supplies an approval letter, verify its scope and current validity with the regulator.

“Accreditation applied for” is not evidence that accreditation has been awarded. Ask for the actual approval and confirmation that it covers your proposed enrolment.

For IT and computing degrees, for example, check each named award separately rather than treating computing, information systems and software engineering as interchangeable titles. Apply the same approach to undergraduate, postgraduate and top-up routes.

Step 4: verify KHDA and other emirate approvals

Dubai free zones

Use the directory linked from KHDA’s university guidance to find the institution and programme. KHDA’s published guidance describes the University Quality Assurance International Board (UQAIB) model, which checks branch-campus provision against the accredited programme at the home institution. Read that guidance alongside the newer federal framework, not as a replacement for it.

Ask admissions to identify the current KHDA Educational Services Permit and show that your course is included. KHDA’s programme-addition process requires details of the award, awarding institution and study mode; approved additions appear in the permit.

Verify federal status separately. Do not interpret “KHDA approved” as proof that the same programme is recorded as CAA accredited.

Abu Dhabi and the Northern Emirates

Abu Dhabi’s Department of Education and Knowledge (ADEK) operates a local authorisation process. Its licensing guidance describes an ADEK No Objection Letter followed by an application to CAA. Check both the local authorisation and the federal programme record.

In Ras Al Khaimah, the Department of Knowledge’s remit includes higher education. Ask it to confirm the relevant local approval, while checking federal status separately.

For other emirates, ask MoHESR which local authority, if any, must confirm the particular campus arrangement. Request educational approval specifically; do not accept a commercial licence as your only accreditation evidence.

Step 5: check the branch campus and awarding university

For an overseas university’s UAE branch, verify both sides of the arrangement. KHDA’s branch-programme approval requirements include home-campus authorisation, home-campus accreditation information and clarification of whether professional accreditation extends to the branch.

Ask the awarding university directly:

• Is this UAE location an authorised branch or a separate teaching partner?
• Will it register you as its student and issue your final degree?
• Does the arrangement cover this programme and intake?
• Where will teaching, examinations and any required placements take place?
• Does any advertised professional accreditation cover the UAE delivery location?

Check the awarding institution in its home-country regulator’s official records. If the course involves online delivery, study across countries or credits from another provider, disclose the full arrangement when asking MoHESR about recognition.

If you are studying while working full-time, verify the approved delivery mode as carefully as the timetable.

Step 6: confirm recognition and employment requirements

Before enrolling, ask MoHESR which recognition service would apply to your eventual award. Its guidance distinguishes qualifications issued inside and outside the UAE and describes automatic recognition for participating licensed and accredited institutions. Do not assume that every university or qualification participates.

Check the intended use separately:

• Employment: ask the employer or recruiting authority what recognition evidence it requires.
• Further study: ask the receiving university whether it will accept the award and any transferred credits.
• A regulated profession: ask the relevant licensing authority whether the programme meets its educational requirements.
• Use abroad: check with the destination country’s recognition or professional authority.

Ask precise questions rather than seeking a general promise that the degree is “accepted everywhere”. If you are considering professional qualifications alongside a degree, verify membership eligibility and exemptions directly with the awarding body.

Red flags and a final pre-payment checklist

Pause if the provider:

• Supplies logos but no verifiable regulator records.
• Refuses to identify the awarding institution or teaching location.
• Relies on approval for a different campus, programme or qualification level.
• Describes an accreditation application as completed approval.
• Promises guaranteed recognition, employment or professional licensing without identifying the deciding authority.
• Pressures you to pay before answering written questions.

These are reasons to investigate, not automatic proof of wrongdoing.

Before paying, keep the offer, institution and programme records, relevant permit details, regulator correspondence and refund terms. If approval remains unclear, send one focused enquiry: “May this institution admit students to this exact award, at this campus and in this study mode, for my intended intake?” Request a written answer and keep it with your enrolment documents.
