For a foreign university degree, the UAE process commonly called degree equivalency is now qualification recognition through the Ministry of Higher Education and Scientific Research (MoHESR). Certificate attestation is different: the Ministry of Foreign Affairs (MoFA) authenticates signatures and seals on documents. An attested certificate is not, by itself, a MoHESR recognition decision.

Start by asking the organisation requesting your degree to name the document it needs and the issuing authority. “Attested degree”, “verification report” and “recognition certificate” should not be treated as interchangeable instructions.

What degree recognition means

MoHESR assesses a foreign higher-education qualification under its recognition framework. Its updated framework focuses on verifying the qualification’s authenticity and confirming that the awarding institution is legally established, licensed and accredited by the relevant authority in its home country.

The current service is called recognition of university certificates issued from outside the UAE. Older correspondence may refer to university equivalency or to the Ministry of Education. Use the current MoHESR service rather than following an old application guide word for word.

Recognition concerns your qualification. Accreditation concerns the institution or programme. Before enrolling, use the guide to checking university and programme accreditation to separate those checks.

The word “attestation” also appears in MoHESR’s services for qualifications issued inside the UAE. Always identify both the authority and the service, rather than relying on the word alone.

Who should check whether recognition is needed?

Ask about recognition early when preparing for:

  • Government employment: ask the recruiting department whether it requires a MoHESR recognition report, attestation or both.
  • Further study: ask admissions which evidence it needs for your previous degree, especially for postgraduate entry.
  • Professional registration or licensing: obtain the regulator’s requirements for your exact occupation and qualification.
  • Other employment: ask HR for the academic-document requirements attached to your role and application.

Do not assume that every private-sector job has the same requirement. Equally, an employer’s initial acceptance of a certificate does not necessarily settle a later licensing or university application.

For further study, keep recognition separate from other admission checks. Ask about subject prerequisites and English-language requirements for UAE universities as well as recognition of the previous award.

Typical documents to prepare

Use this as a preparation checklist, not a universal list of mandatory uploads. The Ministry and its verification partners may request different supporting evidence for your case.

Core academic and identity records

Have the following ready:

  • Your final degree or graduation certificate.
  • A clear copy of your valid passport.
  • Your academic transcript or mark sheets covering the full study period.
  • Accurate UAE Pass details, including your contact information and Emirates ID details where applicable.
  • Official evidence explaining any difference between the name on your passport and academic documents.
  • Legally certified translations where documents are not in Arabic or English.

Follow the selected provider’s translation instructions before commissioning a translation abroad. Acceptance conditions can depend on where it was prepared.

Keep complete, legible scans. Do not crop out university details, reverse-side information or existing endorsements. Check the live upload screen for file types and size limits rather than assuming that every provider uses the same settings.

Supporting information worth keeping

Retain your student number, registrar’s contact details and any correspondence about transferred credits, study location or delivery arrangements. These records may help if clarification is requested; they are not required for every application.

For a name mismatch, provide official evidence rather than editing the certificate or changing a scan. Check spelling and document numbers before paying.

How to apply for recognition of a foreign degree

1. Confirm the correct route

Open the current MoHESR service and check that it applies to your award. A degree earned at a UAE branch campus needs particular care: explain both where you studied and which institution issued the qualification.

If you are a UAE national planning study abroad, also ask the Ministry which pre-study approvals and institution-selection rules apply to you. Do not assume that a general graduate verification checklist answers those questions.

2. Complete qualification verification

Follow the Ministry’s current instructions for selecting an authorised verification provider. This stage checks the qualification with the issuing institution. A commercial agent’s own assurance is not the Ministry’s recognition decision.

Alert your university’s registry that a verification request may arrive. Monitor your application and respond to requests for missing information through the provider’s official channel.

3. Complete the Ministry application

After successful verification, follow the instructions to proceed with MoHESR recognition. Do not stop at the verification report: it is a separate stage.

Review the academic details submitted and retain your application reference, payment receipts and final decision. Check the issued report for errors before forwarding it to the organisation that requested it.

4. Allow for the whole process

Verification depends partly on the issuing institution’s response. A Ministry processing target should not be treated as a guaranteed end-to-end completion time.

Check current verification and Ministry charges separately. Translation, university verification charges and any independently required attestation may add costs. Avoid paying for a bundled service without an itemised explanation of what it includes.

When certificate attestation is required

Do not automatically complete an expensive attestation chain before starting recognition. VFS Global’s published MoHESR guidance states that attestation is not required for its verification stage. That does not remove a separate attestation requirement imposed by the organisation receiving your documents.

If attestation is requested, follow the MoFA document attestation service and the relevant UAE mission’s instructions for the issuing country.

For the courier-based route, MoFA specifies an original document in Arabic or English, or accompanied by a legally certified translation. It also requires certification by the relevant competent authorities where applicable and says that documents must not be laminated.

MoFA determines the available route according to the issuing authority and document type. Its digital route for eligible UAE-issued documents requires the original digitally issued document; a photograph or scan is not an equivalent replacement.

Ask whether the recipient needs the degree certificate, transcript or both before submitting documents.

Online and distance-learning degrees: avoid blanket promises

An online degree should not be described as automatically rejected or automatically recognised solely because it was studied online. The earlier recognition reforms expressly allowed distance-learning qualifications within the framework, while identifying exceptions for specialised professions. Subsequent MoHESR changes mean that old attendance and credit-limit summaries should not be used as a current eligibility checklist.

Before enrolling, ask for written clarification covering:

  • The exact awarding institution and qualification.
  • Whether the programme is fully online, blended or campus-based.
  • The institution’s accreditation and authorisation for that delivery arrangement.
  • Any separate requirements of your intended professional regulator.

A provider’s statement that an award is “internationally recognised” does not answer these questions. If flexibility is your priority, consider recognition checks alongside the practical issues in studying while working full-time.

Branch campuses and locally delivered foreign degrees

Do not judge a branch-campus degree only by the parent university’s name. Identify the awarding university, teaching institution, campus, programme and relevant study dates.

MoHESR has extended federal licensing to international branches in Dubai, including free-zone institutions. It is therefore unsafe to repeat older claims that all such campuses sit outside federal recognition. It is equally unsafe to assume that a current licence settles every historical award.

When comparing degree subjects and routes in the UAE, save the programme’s official title and accreditation evidence alongside the prospectus. For a partner-taught course, ask the awarding university, not only the teaching centre, to confirm the arrangement.

Final checks before paying

  • Get the recipient’s document requirement in writing.
  • Confirm the awarding institution, study location and application route.
  • Check your names, dates and qualification title against the originals.
  • Use the current official checklist and authorised verification channels.
  • Distinguish a missing-document request from a final non-recognition decision.
  • Keep copies of every submission and response.

Recognition is the current term for the service that replaced university qualification equivalency for foreign degrees. Employers may still use the older term, so ask which Ministry document they require.
